Bumped BOM and adjusted exclusions
Since AWS Java SDK now brings jackson 2.17 line, bumped the jenkins BOM to
pick up jackson2-api using 2.17 line.
According to https://github.com/jenkinsci/jackson2-api-plugin/pull/253, we
don't need 2.17.2 as there are only build related changes compared to 2.17.0.
