[SECURITY-286] use Plugin Parent POM version 2.3
* Allows me to publish releases over HTTPS.
* Fix indenting.
* Bump plugin parent pom to 2.3.
* Force Java 7.
* Disable Doclint error by default (Java 1.8)
Update Dependencies:
* Jenkins min version from 1.586 to 1.612
* powermock-api-mockito:1.5.6
* powermock-module-junit4:1.5.6
* httpclient:4.5.2
Debugging by adding new dependencies:
* embeddable-build-status:1.9
* surefire maven plugin args for oom perm gen space?
