Disable SCMTrigger tests temporarily
Some of the invididual SCMTrigger tests require more than 8 minutes to
complete. They ultimately pass, but make the release process too
painful. This temporarily disables those tests so that the release
process can complete in 10-15 minutes instead of requiring 30-60
minutes.
