BUGFIX: skip delta analysis if there are no different commits between
analyzed branch and base revision.
Previous approach was to try the delta analysis anyway (and evantually fail
completely)
The new approach is the same as in "Individual commits" case - skip delta
analysis
completely and let the build pass.
