Thanks for looking into it. Given that http://ci.jenkins-ci.org/view/Plugins/job/plugins_subversion/ is building OK, I guess there's a problem in a test that prevents it from running on Windows. (I think it also requires svnserve, which needs to be installed separately.)
Let me try building it on Windows and see what happens...
