We run JIRA ourself on a VM provided by the OSUOSL. The VM is currently spec'd
to have 2GB of RAM and shares the machine with a Confluence instance.
Our "tricks" include "give JIRA more RAM" and "give JIRA more RAM"
Other than that I have no suggestions :(
Besides, shouldn't you guys be using issues.apache.org anyways?
