Found my own answer.  My slaves were not all synched to the same time; a 
couple were several minutes off.  Apparently, the fingerprinting - when 
done via an out-of-sync slave - would be flagged as "outside jenkins" due 
to the time delta.  Getting all the slaves back into sync resolved the 
problem.
