The dev list is probably the best place for this kind of questions.
Yes, you can do it, but this is one of the most complex extension point
in Jenkins. The ivy plugin and the Maven plugin would be the best
example to start with, but it also depends on what you are trying to
achieve.
If you don't mind my shameless plugin, in Jenkins Enterprise by
CloudBees we added the template plugin, which allows you to create a
custom job type more easily in terms of an existing project type. That
might better achieve what you are trying to do without coding.
