Looks like you are missing the "pluginId=" before the component name,
which should be the
so should be
{jenkins-plugin-info:pluginId=build-flow-plugin|jiraComponent=build-flow}
you might also need to add the
source dir if it is different in github
|sourceDir= build-flow-plugin
