Redeploy Artifacts button no longer appears on the root page of a build in 1.461 and Above (JENKINS-14590)

I created JENKINS-14590 <https://issues.jenkins-ci.org/browse/JENKINS-14590>a 
couple months back and have yet to see it addressed.

Is there a reason the Redeploy Artifacts button was removed from the root 
page?

This makes promotion of multi-module projects from staging to release 
repositories problematic.
