I think we discussed that a couple of months (or years? ;-) ago. I'm not sure if we finally defined the next steps but I think an argument against versions was to keep the Jira administration as simple as possible. (I think we defined at least the action to split Jira into core and plug-ins but that never happened up to now).
In order to use versions you need to define a new project for each plug-in. You can't use versions for components in Jira.
