Nick,
I compile and test the StarTeam plugin myself and then push to repository.
It is done using the release:prepare, release:perform steps.
The plugin source is on github.
The grandfathered was alluding to the history of the StarTeam plugin.
It was started in times when Jenkins was Hudson and lived happily in Sun's
subversion repository.
