When you installed on Windows, did you install as a service?  By default, a 
service cannot interact with the desktop and so is unable to open an Internet 
Explorer window.

If you installed as a service, you should uninstall and should start Jenkins 
from the war file with a batch file, rather than starting it as a service.  It 
is simple to start from a batch file, and can interact with your desktop.
