IANAL however - isn't extjs available under a non-copyleft so long as
you are using an appropriate open source licence?

Yes, and other derivative distros that several companies are building in house.

Aside from that, having a component in the core that has GPL v3 + custom exception is going to raise a lot of eyebrows for many users and downstreams.
