That's a very good point. The plugin versions used for LTS testing have received some specifically focused attention looking for issues in those plugins in the context of the long term support release. As an example, there were specific issues related to one or more of the plugins while testing long term support release 1.480.1.
Installing an older plugin must be done "by hand" (multi-step interaction with a web browser and the Jenkins UI) as described at https://wiki.jenkins-ci.org/display/JENKINS/Plugins#Plugins-Byhand .
