Without knowing anything about SLOCCount, IIUC you are asking for two things here. One is the Windows port of SLOCCount (which doesn't exist yet in the form that makes you happy), and then improve the SLOCCount plugin to be able to work with it.
If you get the former done, I think we'd be happy to help you with getting the latter done.
