Thanks for this pointer. Very helpful.

I was using the HSTS plugin as a template 
( https://wiki.jenkins-ci.org/display/JENKINS/HSTS+Filter+Plugin ), but I 
since that one is extending PageDecorator rather than Plugin, I suppose it 
is supposed to integrate with Jenkins differently.
