While they are similar, the vSphere Cloud Plugin is more specific to Jenkins slaves, and the vSphere Tools plugin provides interaction with vSphere during jobs as build steps. After reading your pages regarding hosting, I did consider extending that plugin, but felt that the Tools plugin was very different, and will continue to move away from the Cloud plugin as more functionality is added.
If you'd prefer the two be merged, it certainly could be done, but the Cloud name (in my opinion) wouldnt really be appropriate anymore. Anyways, let me know what you'd like me to do.
