I would love to do this, but it will be hard to find the time in the next few 
months. I'd be happy to be part of the design/review team though. I've been 
wanting to rewrite the EC2 plugin anyway, this would be a great way to do that

Since Google has announced their cloud offering and it appears to be similar to 
EC2 in principle, we should have a corresponding Jenkins plugin to address it.

In an ideal world, we should probably start with the EC2 plugin and find all of 
the common bits and move them into Jenkins core. There has been a lot of work 
by a lot of people on the EC2 plugin, so leveraging that in any development of 
a Google Cloud plugin would be smart. Duplicating the code to do so would not.

I don't have time to work on any of this directly, but if someone's interested 
I can help direct their efforts.
