Hello, I have the same problem. The macro on top of my build blocker plugin page does not show the new version. As it worked before, I think that it is not a problem of wrong entries in the pom.xml. Please have a look at https://wiki.jenkins-ci.org/display/JENKINS/Build+Blocker+Plugin.
Please have a look at https://issues.jenkins-ci.org/browse/JENKINS-16683, too. This issue says, that the build-blocker-plugin disappeared from jira. https://issues.jenkins-ci.org/secure/IssueNavigator.jspa? mode=hide&reset=true&jqlQuery=project+%3D+JENKINS+AND+ status+in+%28Open%2C+%22In+Progress%22%2C+Reopened%29+ AND+component+%3D+%27build-blocker-plugin%27 shows no entries.
