I've been seeing this too. It has been reported in JENKINS-14843. I've 
created a pull request (https://github.com/jenkinsci/openid-plugin/pull/4) with 
code that fixes it in our environment. As far as I can tell it is because 
the plugin supports the OpenID Team extension, but that Google either 
doesn't support it, or would if POST were used instead. Changing it to use 
POST looks quite invasive, so I've added a configuration option to avoid 
the issue.

Is there anyone with a better understanding of this plugin (or Jenkins 
plugins in general) who could review my change? It introduces a 
configuration option explicitly to enable OpenID team support, as it seems 
better to have an option to express a positive action rather than a 
negative. To maintain backwards compatibility it ought really to be enabled 
by default, but I don't know how to do that.
