That would only be the case if you were testing for compatibility with the folders plugin... the cloudbees-license plugin is more stringent in it's version requirements due to some things... plus we only support an LTS line for 1 year, so we are more aggressive in our parent bumping for our non OSS plugins...
With our OSS plugins, we tend to favour the policy of only bumping the parent when strictly necessary, e.g. the last 8 releases of the credentials plugin I have not bumped the parent from 1.424 *because* none of the changes required the bump....
