Also, CloudBees has an office in Brussels, and while I don't know how
big it is, I think it should be big enough for some kind of dev meet-up.

the day before/after FOSDEM.
I'm in. Before and/or after FOSDEM works for me.
Maybe the Monday would be a good time to get people to work on
improvements discussed during the now-traditional FOSDEM UI session..
