https://github.com/jenkinsci/jenkins/pull/620 The small change enables a cloud implementation to provision nodes for queued builds with dynamically assigned labels (e.g. using the Node and Label parameter plugin). There was a test failure when my pull request was built (MavenMultiModuleLogRotatorCleanArtifactsTest, see https://jenkins.ci.cloudbees.com/job/core/job/jenkins_main_trunk/1267/ ), but I don't think this is related to my change as the test doesn't involve labels and the failed test ran before my new test.
