I've followed this thread only superficially.
I'd say it depends on how widespread the usage of the external python
tool is. If it's already in use by many existing build setups, then a
new Jenkins plugin for it makes sense.
If not, I'm with Uli that multiple plugins which do basically 'the same
thing' do only add confusion.

I think it makes not much sense to add another plug-in that does a
subset of the features of an existing one and adds some drawbacks:
- you need to start a build step that invokes the external (GPL) tool
(or integrate that into your build script)
- you need to install Phython in order to run the external tool
- you need to configure the task and file patterns in the external tool
If there are any advantages over the task scanner plugin I would love to
integrate these into the existing plugin.

The main difference is that Task Scanner parses all files itself
and the new plugin reads a XML report generated by external Python
tool, so it can't be integrated.
I started it just to study the plugins development, but the
product is pretty usable at the end :-) You can check its wiki
page (e.g. screenshots) to have an idea what it does.
