Only considering matrix projects, 600 of them would be the 15th largest installation sending anonymous usage statistics to the Jenkins project in February out of ~79k. The numbers you present also mean you retain about 1.8M builds (or at least that order of magnitude). We have no stats about those, but that looks like a lot. It appears this is a volume not well represented.
