I pushed the most important changes to 
https://github.com/jenkinsci/git-parameter-plugin/tree/preview_0_3 and 
found via the git commits the email of the old maintainer (cc this message, 
too). I will give him a few days (lets say till next Friday) to answer. If 
not I will merge the branch preview_0_3 into master and release it.

I have not yet found a solution to the problem that no tags are shown when 
there is no (or not yet) a workspace available.
