I'd say the first best step (and I could be wrong here) is to try contacting the existing maintainer to see if they still want to maintain that plugin.
Currently I see that the source isn't under the jenkinsci org in Github which probably complicates things a bit as well but I'd start with making contact and take it from there. Richard.
