Jenkins has a very open contribution model, even more for plugins. You should at least read https://wiki.jenkins-ci.org/display/JENKINS/Governance+Document#GovernanceDocument-Helpingandtakingoverdormantplugins if you consider taking the maintainer role.
It's basically just requiring you to ask the current maintainer confirmationn if possible, and then ask here for an admin to grant you the rights for that plugin.
