I'd like to propose that as the project we pay $300/year to get 10 private
repositories.

   - Yes, we can afford this (in comparison we spend $1K-$2K for stickers
   every year)

   - The Jenkins CERT team needs private repositories. Today we host them
   on the Git repo hosting service that CloudBees provide. But we miss online
   source code browsing, and pull requests are handy.

   - In jenkins-infra org that maintains our infra, Tyler has a personal
   private repository that hosts the encryption key for the secret. But if
   Jenkins org has an ability to host such a private repository, it makes more
   sense to do so that way.

10 should do. I'd prefer this to be a separate org from jenkinsci so that I
can keep the repository names the same between the jenkinsci org and this
org, but we can do it in other ways, too.

(If anyone knows somebody in GitHub to see if they can "donate" this to the
project, you have my thank-you.)
