There are times in my test automation environment when something happens in the environment which causes many tests to fail temporarily. I fix the environment, and the tests again pass. If something like that happened with "automatic bug creation on test failure", then I would have to fix the environment and clear all the bug reports. That seems like a waste of time and energy. We prefer to investigate automated test failures before allowing the added organizational cost of a bug report.
