Surely there's a way to make JIRA tickets which can notify the devlist any time 
they're created. A plugin of some sort, perhaps? Or maybe it's already built 
in. Regardless, I think we should have JIRA tickets for hosting requests to 
more formally track said requests.

people fill out to try and capture the correct information up front rather than 
having to keep going back for more info.

Just an idea and feel free to say if its a bad idea for some reason :)
