Jenkins core and plugin developers (i.e. those who create or extend Jenkins and
its plugins).
Your question is about use of the Workflow plugin (and the Groovy plugin I
suppose?), so the jenkinsci-users list is more appropriate. That's also where
all the other [workflow plugin] questions you mention are.
If OTOH your question actually was about how you could extend Workflow plugin
itself to support your use case, you'd be in the right place.
