IANAL but given the code is using the MIT licence, then presumably the "ownership" of the plugin is just a nicety that as long as the owner is actively owning the plugin we are happy to follow.
In my mind if the owner is non-responsive, then we are within our rights to appoint someone else in their place as the code is "owned" by the Jenkins community. Richard.
