Is it somehow related 
to https://www.cloudpipes.com/integrations/jenkins/telegram ? I have no 
idea what's this site about, but seems it claims such integration 
availability.

In any case I vote for publishing the plugin, because it provides a useful 
functionality for other users. I would also recommend to go through a pull 
request when the repository gets created. It will allow you to get some 
feedback from Jenkins contributors before releasing the first version and 
getting all  compatibility debts.
