So yeah, we have toolchains, but even there we have started to limit how
far back we support, eg recent versions of surefire will only fork back to
Java 5.

Once we get the JDK up to 8 for Maven plugins, we'll likely only support
forking back to Java 6 in surefire, 9 -> 7 (but that depends on 9 letting
us compile with -target 1.7)
