Hi Jenkins developers! 
I am a Java developer and a Jenkins user. Recently I have some extra time 
and I am planning to help Jenkins to be even better if I can. 
I am new to open source so I thought the best way would be to begin with 
translations and documentation. 
I want to translate Message.properties to Swedish. 
In Internationalization page 
<https://wiki.jenkins-ci.org/display/JENKINS/Internationalization>I could 
read: 
*"The Jenkins project always welcomes contributions to translations. If you 
are interested in helping us, please drop us a note on the dev mailing list 
<https://wiki.jenkins-ci.org/display/JENKINS/Mailing+Lists> so that we can 
give you commit access."*

I am little confused. should I fork the repository and after translating 
create a pull request or should I commit to repository when I am a comitter?
