Hi all! 

I have an issue with translating and wonder if somebody have a good advice. 
My computer locale (and my browser Mozilla, which I have checked with quick 
locale)  is Swedish but when I am building Jenkins everything is English. 

I noticed that the problem is that Jenkins .properties files with Swedish 
translations are using both locale and location with this format 
_sv_SE.properties. 
My company is Norwegian and I am getting an IP address in Norway. I guess 
because of this Swedish translations are not working for me. I tested to 
add a a properties-file with only locale and removing location  
(_sv.properties)  and then translation is working. 

Portugues  language has the same situation: some times we have both 
_pt_BR.properties and _pt_PT.properties but in some cases we have 
_pt_BR.properties and _pt.properties

So I wonder how Jenkins should have it in cases like this that a user has a 
locale but using a location different than people with that language are 
living in. 
Swedish is being used in Finland as well (limited) and we have 
sv_FI.properties option as well. Shall Jenkins have 3 different files in 
this case for each properties files: T.ex:
Messages_sv.properties
Messages_sv_SE.properties
Messages_sv_FI.properties

Or shall we rename all Messages_sv_SE.properties to Messages_sv.properties 
instead and then if somebody in Finland want to change the language for a 
message then he can add sv_FI.
Any thoughts?
