We can always make the (possible) 'Localizations Plugin' a 
recommended-by-default plugin in the Wizard, so once you've gone past that, it 
will be present unless you actively choose to not install it. If we go this 
route, we could in theory remove all localizations from core except for the 
Setup Wizard.
