it's your plugin, if you feel you want to bump then go ahead.

But you maybe missreading those those stats.  Whilst 25% may not be on 2.73
they are also not the users that are upgrading your plugin, so you should
not care (they don;t upgrade so why support it).  I am assuming 3.11 was
released only a short time ago (1 install) and as such if you look at 1.3.2
then 90% of those users are on 2.138.1 or higher, meaning you are unlikely
to lock out users.
