Hi Tony, Sorry, I have missed the response. I have applied the permission patch in JIRA and GitHub. You should have access to the repository now.
You will also need to patch https://github.com/jenkins-infra/repository-permissions-updater/blob/master/permissions/plugin-changes-since-last-success.yml in order to get the permissions to release the plugin.
