After reviewing diffs for Jetty and our 5.4...5.8 non-stop regression
whack-a-mole, I suggest we do NOT try to include Jetty 9.4.27 into LTS.
Instead of that, I started a 5.4.1 backporting branch where I included only
fixes unrelated to Jetty.

So...

   - LTS:
      - Core PR is coming soom
   - Weekly:
      - https://github.com/jenkinsci/jenkins/pull/4542
