It is not enough to create an account. The users should also log into https://repo.jenkins-ci.org/webapp/#/home with it.
P.S: If one follows the default pull request template (was not a case for https://github.com/jenkins-infra/repository-permissions-updater/pull/1448), there is a checklist which includes it. Maybe we could adjust CI to be more explicit and to point users to the checklist.
