If we talk about labels specifically, we could use a GitHub Action 
like https://github.com/marketplace/actions/github-labeler . 
Once https://github.com/crazy-max/ghaction-github-labeler/pull/125 from 
Joseph Petersen is merged, we could centralize the configuration storage 
in https://github.com/jenkinsci/.github and then apply it to all 
repositories.

For a broader scope with upgrades, a self-service with common automation 
would be handy.
