Interesting, looks like only admins are still able to browse virtual repos
when using a web browser. I was unable to find an option for this and it
seems to affect all virtual repos. My guess is that it's too expensive to
compute directory contents ad hoc so they disabled this.

As a workaround, you could not browse the virtual /public repo. You almost
always want /releases or /incrementals anyway.
