Only the owner of the plugin can publish it. The plugins can be owned by
organizations now. The Jenkins org was created
https://plugins.jetbrains.com/organizations/jenkins. Now Kohsuke needs to
transfer the plugin to the org. Once done anybody in the org can publish
the plugin.
Even better would be to come up with some CD pipeline.
