https://github.com/jenkinsci/archetypes/blob/master/common-files/.mvn/extensions.xml seems to exist, but not in https://github.com/jenkinsci/keeper-secrets-manager-plugin/tree/main/.maven and considering the https://github.com/jenkinsci/keeper-secrets-manager-plugin/commit/a6ffbc9faad2bd861b5ccb4ed013bae9dfb5d45a someone explicitly added the 99999 version number.
