Heyo,

there is this guide 
<https://www.jenkins.io/doc/developer/publishing/requesting-hosting/> that 
outlines how to open a hosting request alongside the general information 
for publishing plugins <https://www.jenkins.io/doc/developer/publishing/>. 
Though I'm unsure if there's a guideline how to deal with forks of existing 
plugins on the jenkinsci organization.
