Hey, for 1., forking to the jenkinsci organization is typically the last step if you submit a hosting request <https://github.com/jenkins-infra/repository-permissions-updater/issues/new?assignees=&labels=hosting-request&template=1-hosting-request.yml> for a plugin. I would add up 2. into your hosting request as question for clarification, I'm not too sure about gradle plugins in Jenkins at the moment.
