I mentioned https://issues.jenkins.io/browse/JENKINS-69250 in this thread, because it affects CloudBees in every Jenkins page, since it uses a different header implementation. For Jenkins, only the Setup Wizard is affected, but nevertheless I think it should be considered for backport towards 2.361.1.1 LTS.
